INTERNATIONAL EXCHANGE PROGRAMME 2008

1. Following the receipt of a generous donation from HSBC to support the International aspect of the Sea Cadet Programme, MSSC HQ are able to offer the 2008 Exchanges at minimal cost. With this change in funding brings a change in selection of Cadets representing the UK on the International Exchange Programme.

2. Northern Area has been asked to nominate six Cadets plus one other as a reserve. Nominated Cadets must fulfil the following criteria:

• Cadets must be over 15½ by the time of the Exchange
• Cadets must be under the age of 18 by the time of the exchange (Cadets turning 18 before the exchange dates or during the exchange will not be considered).

3. Applications are to be made using the attached SCC Form T14. It is important that all the relevant details are included on the T14. On the application form Cadets should select their preferred 3 exchanges however they should be made aware that they are not guaranteed to be allocated one of these and should instead be willing to accept one of the other exchanges if allocated. Note: those cadets without Passports will not be considered for Australia.

4. As the closing date for nominations at MSSC HQ is Friday 1 Feb 08, applications must reach Northern Area HQ (via District Officers) no later than 29 Jan 08.

Disclosures

1. As you will be aware, over the last three years we have been processing all new and existing members of staff (Uniform & Civilian Instructors) through the relevant Disclosure process. In addition, all charity trustees including new and existing UMC members are now required to be cleared. During this year we have been writing to existing staff that have yet to submit their Disclosure forms.

2. It is also appropriate at this time to formalise MSSC Policy, particularly given the review we have carried out on our Child Protection Policy (ASCR 24), the imminent roll out of Safeguarding Training and impending accreditation of our Safeguarding Procedures.

3. With effect from 31st March 2008 the following will be implemented nationally:

a. Any staff member (Uniform, CI, TI, UA and Admin Officer) who does not have a Disclosure Cleared through the MSSC will be immediately suspended from the Corps, and thus ineligible to participate in any activity.

b. Any UMC Chair who does not have a Disclosure Cleared through the MSSC immediately becomes ineligible to continue to hold that position and attend the unit until they have done so.

c. All UMC Members must have submitted their application (in full) otherwise they will be unable to retain their position or attend the unit until they have done so.

4. Unit Chairmen will shortly receive a list of the people in their unit who according to our records have not yet been cleared.

PRE-SEASON BOATING CHECKS AND AREAS OF LOCAL OPERATION

Reference:

1. Pre-Season Boating Checks. CO/OiC’s are reminded of the requirement to ensure that Pre-Season Boating Checks are carried out before the start of the boating season, thereby providing an auditable safety trail for both Unit and Area Office staff. COs/OICs may either conduct the Pre-Season Boating Checks themselves, or nominate a qualified member of staff (see below), or a recognised authority such as the RNLI or MCA, to carry out the required Pre-Season Boating Checks on their behalf. The Pre-Season Boating Check may be delegated to the nominated Safety Supervisor for Unit Boating activities (Reference A) – who, ideally, will be the Unit Boats Officer. RNLI/MCA staff excepted, the inspecting officer is to hold the following minimum qualifications:

2. As in 2007, it is recognised that some Units may not have suitably qualified personnel to conduct the Pre-Season Boating Check. Consequently, Unit boats may be assessed by any qualified member of staff from any Unit within the District who meets the above requirements, as coordinated by the District Officer. Alternatively, the check may be conducted by suitably-qualified RNLI or MCA personnel. Exceptionally, for personnel with appropriate experience but who do not hold the specified qualifications, District Officers may apply to Area Office for special dispensation.





3. On completion of the check, the CO/OIC is to sign and forward the Pre-Season Boating Declaration to Northern Area HQ; Area will then endorse and return the Declaration authorising Units to conduct Boating within their recognised Area of Operation for that season. Boating is NOT permitted until the authority to do so is issued by Area and has been received by the Unit.

4. The relevant ALO will subsequently certify all MoD and non-MoD Boats used for SCC activities afloat as part of the rolling assessment programme and will remain extant for one year from the date of endorsement. The assessment sheets enclosed for each type of craft (previously forwarded with Unit Review documentation) should also be completed and returned with the Pre-Season Declaration.

5. As always, Area’s intention is to remain as flexible as the rules allow, and any case where a delay in introducing the above system could prohibit boating activity from commencing on 1 March should be referred to Area HQ for arbitration.

6. Areas of Operation. Areas of Operation (where applicable) are enclosed for each individual Unit. These should be checked and any discrepancies reported to Area HQ.

PRE-SEASON BOATING DECLARATION

The CO/OiC is to sign the declaration below before the start of the boating season i.e. annually on 1 March. The completed form is to be forwarded to Northern Area HQ.

• All MoD Power boats have a valid and in-date NCF Certificate of Seaworthiness iaw TARS 7.2 and where necessary a valid MCA Certificate of Compliance / British Waterways Boat Safety Scheme Certificate iaw TARS 7.4
• All Non-MoD Power boats have a valid and in-date Certificate of Seaworthiness iaw TARS 7.3 and where necessary a valid MCA Certificate of Compliance / British Waterways Boat Safety Scheme Certificate iaw TARS 7.4, 7.5 & 9.4.
• Routine maintenance iaw TARS Annex A is in date.
• A Lifesaving Equipment Record Sheet is maintained for all vessels iaw TARS Annex D and all inspections are in date.
• For those craft where it is not feasible to conduct a Swamp Test, it is confirmed that the buoyancy has been inspected and assessed to be intact.
• A Lifesaving Equipment Record Sheet for all Lifejackets and Buoyancy Aids iaw TARS Annex E and all inspections and maintenance procedures are in date OR the Unit’s SSEL is in use and in date (Delete as appropriate).
• Boating Safety Supervisors have been appointed and their qualifications meet the requirements of TARS 4.25-4.28.
• All ATTI RED assessments have been cleared.

OFFSHORE BURSARIES 2008

1. The MSSC have allocated places to each Area to undertake a six day
training voyage in TS ROYALIST which have been funded from ‘The Irene Hasler
Offshore Bursary’ and ‘The Bosun Whittington Bursary’. Northern Area have been allocated two places on the following voyage:

Sat 22 Mar 08 – Fri 28 Mar 08 Starting and finishing at Gosport

2. The sole award criterion for this bursary is that the individuals nominated are considered to be particularly deserving of formal recognition and reward. It is therefore likely that the awards will be made to cadets whose conduct, efficiency, loyalty and general progress during the preceding year has been particularly meritorious. However, special consideration will also be given to cadets whose personal circumstances are such that, but for the award of the bursary, would otherwise be unable to raise the Voyage Fee for a 6 day offshore cruise.

4. District Officers are asked to forward one nomination for the cadet who they believe to be the most deserving cadet in their District. Nominations are to be made on the attached proforma to arrive at Area Office no later than 18 Feb 08.

ROYAL GARDEN PARTY AT THE PALACE OF HOLYROODHOUSE –
1 JUL 08

1. A Royal Garden Party will be held at the Palace of Holyroodhouse in Edinburgh on Tues 1 Jul 08. There will be a limited number of invitations available for Officers of the Sea Cadets Corps and applications are invited from those wishing to attend. Guests should not have previously attended one of Her Majesty’s Garden Parties.

2. The invitation may also be extended to include a guest’s spouse or partner and up to 2 unmarried sons and/or daughters between the ages of 18 and 25 years (inclusive) per invited guest. Dress for the occasion will be 1Bs (medals/negative swords) for uniformed guests.

3. All applicants must be British or Irish citizens, although their spouses or companions may be of another nationality. Nevertheless they should be resident in the United Kingdom.

4. Area Office will co-ordinate all SCC applications from Scotland and Northern Ireland, and forward lists to FOSNNI’s office to meet the closing date of 25 Feb 08. In order to meet this requirement, all applications should be made on the attached proforma and returned to reach this office by Thurs 21 Feb 08. Returns are acceptable by post, fax or e-mail, but late or telephone bids will not be accepted.

5. Personnel should be aware that a nomination from this office does not guarantee an invitation. Invitations remain the responsibility of Buckingham Palace and it is at their discretion alone who is ultimately invited. Applicants will not be informed if their application has not been successful: no invitation means they have not made the final list.

2. Although the normal grant would 50% of the cost, consideration will be given to increasing this if Cadets’ parents or guardians have difficulty in meeting the other 50%. In these cases, the Unit should apply in writing to Offshore Office providing a strong case for waiver or part waiver of the parental contribution.
